Today, 1,918 signatures have been reached from the radio amateurs asking the American Radio Relay League (ARRL) to add Catalonia in the DXCC countries list. To achieve the goal, we must continue to increase the number of requests. Those who haven’t signed can do it here: Sign the petition.

The main purpose of amateur radio is, among others, to contact every country in the world through the radio, establishing a competition among all, get diplomas, trophies and included in a global ranking of worked countries. When we talk about countries, we do not mean the list of the 193 states members of United Nations, is a list created by radio amateur matches and no official statements. These “radio-countries” are called DXCC entities.

The DXCC entities are part of a list drawn up by the DX Century Club and belongs to the American Radio Relay League (ARRL). The ARRL is the national association for amateur radio in the United States and is the one who drafted the specifications of this diploma. In the present case, the ARRL decided at the time, in 1945, to create a broader list of countries to make the competition more attractive and interesting. It is for this reason that radio amateurs are governed by a list of 340 countries (DXCC entities) and not the 193 official states.

The criteria for admitting a country in the DXCC list are geographical but also political and ideological, although many amateurs always say that this group does not enter into political issues, arguing that it is not legal, which is totally false. In general, the islands are always different countries but belonging to the same state. An example: Balearic Islands, Ceuta and Melilla and Canary Islands are three different countries but all belong to Spain. Scotland, England, Wales, Man, Northern Ireland and Jersey are six different countries but all belong to the United Kingdom.

Therefore, if Scotland is a DXCC entity, why not Catalonia? Seeing the example of Scotland, Catalonia has the perfect conditions, according to the rules of the ARRL, to become a DXCC entity today. We must continue demanding to the ARRL, including Catalonia in the DXCC countries list. The American Radio Relay League must add Catalonia to the DXCC countries list. Catalonia is a nation of Europe with more of 1,000 years of history.

We request the ARRL board directors, Mr. Richard A. Roderick (K5UR), President of the American Radio Relay League, grant DXCC country status to Catalonia.

Els radioaficionats són persones que gaudeixen del seu temps lliure estudiant les ones electromagnètiques, tant des del vessant pràctic com del teòric. Segons la Unió Internacional de Telecomunicacions (UIT), el servei d’aficionats és un «servei de radiocomunicació que té per objecte la instrucció individual, la intercomunicació i els estudis tècnics efectuats per aficionats, és a dir, per persones degudament autoritzades que s’interessen per la radiotècnia amb caràcter exclusivament personal i sense finalitat lucrativa».

La Generalitat de Catalunya impulsa diverses accions de promoció de l’activitat dels radioaficionats, així com la col·laboració amb el col·lectiu i les seves associacions. El desenvolupament d’un protocol d’actuació per a la col·laboració en casos d’emergència amb radioaficionats i l’emissió de carnets d’acreditació emesos en català i anglès, per donar compliment al Reglament que regula aquesta activitat, en són alguns exemples.

Les persones que volen ser radioaficionats i practicar aquesta afició han de disposar d’una autorització administrativa per a realitzar-la. La Secretaria d’Estat de Telecomunicacions emet un carnet acreditatiu redactat en castellà i anglès. Atès que el reglament regulador d’aquesta activitat estableix que, en aquelles CCAA on hi hagi altres llengües oficials, s’emetrà en aquestes. Per tant, la DGCE emet un carnet acreditatiu de l’autorització administrativa en català i anglès a aquells radioaficionats que ho sol·licitin.

La Generalitat de Catalunya, mitjançant els Departaments d’Interior i de Presidència, han signat un conveni de col·laboració amb una plataforma d’associacions de radioaficionats catalanes, per tal de posar a disposició de l’Administració aquells radioaficionats i equips que voluntàriament vulguin col·laborar davant de casos d’emergència i catàstrofes. Igualment, a aquells que s’inscriuen en el cens de voluntaris per a col·laborar en casos d’emergència, se’ls lliura un carnet acreditatiu.

Selvamar Noticias és una revista de radioaficionats feta a Catalunya en castellà per l’associació Amics de la Ràdio Selvamar que margina flagrantment el català. Això és inadmissible i incomprensible. Totes les publicacions d’Amics de la Ràdio Selvamar, (associació de l’àmbit del Maresme i la Selva) pàgina web, vídeos, revista, Twitter, Facebook, etc. són exclusivament en castellà.

Tampoc no és normal que les associacions, federacions i radioaficionats catalans estiguin en silenci i no facin cap queixa al respecte. En el col·lectiu de radioaficionats ningú no fa res a favor de la llengua catalana, pròpia i oficial de Catalunya.

Això ho diem amb tot el respecte del món als redactors i col·laboradors de la revista, però insistim, la situació del català és tant greu que l’hem de protegir urgentment. El català està en situació d’emergència, només l’utilitza habitualment el 37% de la població i no ens podem permetre aquesta revista en castellà. No valen les excuses típiques que se solen dir: “en castellà arribem a molta més gent”.

Convidem a l’associació Amics de la Ràdio Selvamar a rectificar aquest greu error i a fer la revista, vídeos i totes les seves publicacions íntegrament en català.

All existing amateur radio logging programs (except one) are wrong. All have a wrong DXCC countries/entities list. The only program that includes Catalonia is the MixW. Catalonia is a DXCC country. We require all developers of these logging programs to update them and include Catalonia.

The ARRL must recognize Catalonia as a DXCC entity/country. The ARRL is deaf and dumb. It is inadmissible that it does not respond to the request of thousands of catalan radio amateurs.

Catalonia, a nation of Europe from more than one thousand years, and the catalan radio amateurs has the right to ask the DXAC Committee to add Catalonia in the DXCC countries/entities list. We just would like to correct the historical injustice and draw the close attention of the DXAC Committee and the American Radio League (ARRL) board of directors to this fact.

Scotland, Balearic Islands, Ceuta & Melilla, Canary Islands, England, Wales, Man, Northern Ireland and Jersey counts as a separate countries in various contests and for various certificates. These territories are not independent states, like Catalonia. The only “argument” recalled in support of denying DXCC country status to Catalonia seems to be: “If we accord DXCC country status to Catalonia, we’ll be flooded by petitions to have the same status conferred on similar territories”.

Such a fear is baseless because there are few similar countries like Catalonia. There should consequently be no difficulty taking a decision to treat Catalonia as a DXCC country.

Despite the foregoing, Catalonia continues to be denied DXCC country status. This patently illogical and inequitable situation cries out for resolution, even if the unusual step of overriding the DX Advisory Committee’s recommendation has to be taken.

The ARRL board of directors would be remiss in carrying out its own duties as an elected body if it did not reserve to itself the right to reverse what it found to be a flawed finding by an advisory committee. A preferable path, of course, would be for the DXAC itself to reconsider the matter.
