United Nations expert urges Spain not to pursue criminal charges of rebellion against political figures in Catalonia
GENEVA (6 April 2018) – The UN Special Rapporteur on the right to freedom of opinion and expression, David Kaye, urged Spanish authorities to refrain from pursuing the criminal charge of rebellion against political figures and protesters in Catalonia that carries a jail sentence of up to 30 years.
“Prosecutions for ‘rebellion’ that could lead to lengthy jail sentences raise serious risks of deterring wholly legitimate speech, even if it is controversial and discomfiting,” said Kaye. “Freedom of expression is the cornerstone of every free and democratic society, and it will remain so long after the current political controversies subside.”
Following a referendum last October deemed void and unconstitutional by the Constitutional Court, Spanish authorities arrested then-members of the Catalan Government and leaders of civil society organisations and charged them with rebellion, among other charges. Carles Puigdemont, former president of Catalonia, was among those charged; on request from Spain, he was arrested in Germany and may face extradition.
“I am concerned that charges of rebellion for acts that do not involve violence or incitement to violence may interfere with rights of public protest and dissent,” the Special Rapporteur said. “International human rights law cautions that, especially in situations involving political dissent, restrictions should only be imposed when they are strictly necessary and proportionate to protect the State’s interests.
“I am hopeful that Spain will deploy its democratic institutions to foster space for debate, and find creative tools of dialogue and reconciliation to deal with the current political situation,” Kaye added.

The Special Rapporteurs are part of what is known as the Special Procedures of the Human Rights Council. Special Procedures, the largest body of independent experts in the UN Human Rights system, is the general name of the Council’s independent fact-finding and monitoring mechanisms. Special Procedures mandate-holders are independent human rights experts appointed by the Human Rights Council to address either specific country situations or thematic issues in all parts of the world. They are not UN staff and are independent from any government or organization. They serve in their individual capacity and do not receive a salary for their work.

This year is the 70th anniversary of the Universal Declaration of Human Rights, adopted by the UN on 10 December 1948. The Universal Declaration – translated into a world record 500 languages – is rooted in the principle that “all human beings are born free and equal in dignity and rights.” It remains relevant to everyone, every day. In honour of the 70th anniversary of this extraordinarily influential document, and to prevent its vital principles from being eroded, we are urging people everywhere to Stand Upfor Human Rights: www.standup4humanrights.org.

JT10 mode is derived from the JT9 mode and has 10 tones where two of them dedicated to synchronization pattern, rest 8 are the message data. Each tone being transmitted for 6912/12000 = 0.576 second, minimal distance between the two neighbouring tones is 4*12000/6912 = 6.94(4) Hz. Frequency bin width is 12000/6912 = 1.736(1) Hz., so there is always a gap between the two neighbouring tones. Whole spectrum occupies 6.94(4)*9 + 1.74 = around 65 Hz. Fano decoder is used for JT10 mode. 16 tones (8+8) are used for SYNC pattern, 69 tones allocated to the message data, total 85 tones being transmitted per 85*0.576= 48.96 seconds time interval.
There are several ideas behind this approach:
– Usage of two tones for SYNC pattern can simplify to distinguish harmonic based signals (JT10b and JT10c), also these QRM-ing signals can be decoded and subtracted from the whole signal in the future SW versions.
– Wider tone spacing shall bring better resistance to the Doppler frequency spreading in comparison to JT65a mode.
– Wider tone spacing shall bring better spectra overlapping capacity in comparison to JT65a mode, and more signal density on the band if signal subtraction is used in the software.
– Relatively narrow bandwidth of JT10 signal will allow to get better band capacity in comparison to the JT65a mode.
So far it is not clear if JT10 will go to the public use, one of the reasons that can stop it’s usage is the relatively small SYNC pattern, and there is a long way ahead to make it more attractive one in comparison to the JT65a mode.

Due to the restrictive policy, the bad practices and terrible forms of those responsible for QRZ.COM, we invite you to permanently delete this search engine for radio amateur, a search engine that systematically eliminates the official flag of Catalonia and also any sign of catalanity.
For some time now QRZ.COM has become a business that earns money with the personal data of thousands of amateur radio broadcasters around the world, data that really supports the service and which are privately owned by the amateur radio and in absolute belong to QRZ.COM as much as they are in the database.
We have no problem that this service be funded with donations and advertising, but what can be admitted in any way is that you do business in selling the data provided altruistically by radio amateurs around the world and then have to pay if they want to access these same data. Personal data are merchandise, raw material that leaves them free and for which they invoice enough money. It’s as if you saw in a market the used clothes you have given to an NGO.
The last play of QRZ.COM has been to charge for the data of radio amateurs to appear in third-party LOG programs and seeing that almost everyone is entering his data into this search engine to rub their hands thinking about converting what, at first it was a useful and free service for the entire community of amateur radio, in a profitable business for which everyone who needs information has to pay.
There is the case of a radio amateur who made a claim for having erased his data without his permission and received that response from the owner of the search engine Mr. Fred Lloyd (literal text)
QRZ.COM is a dictatorship, and we (the administrators of QRZ.COM) are the dictators.
Luckily there are alternatives, HamQTH is one of them with more than 1,300,000 users (QRZ.COM has a similar figure) and it is a laudable initiative that agrees with the spirit of all good amateur radio, sharing knowledge without a spirit of profit
Petr, OK2CQR has launched HamQTH.com a completely free quest service. HamQTH finances with advertising and does not sell your data to third parties as QRZ.com does using the XML format. This format is the one used by the guard books to know the data of the correspondent from the Internet and that QRZ.com sells for 29.95 dollars a year. The service offered by HamQTH.com is available in the most popular LOG programs and is rapidly becoming an adversary against the rule of the amateur radio AA7BQ who owns this dismal search engine that violates the rights of all catalan radio amateurs because qrz.com do not allow the national catalan flag.
